Second Negotiating Committee meeting on the LAC regional instrument on access to information, participation and justice in environmental matters

October 27-29, 2015

The second Negotiating Committee meeting on the LAC regional instrument on access to information, participation and justice in environmental matters, organised by the Economic Commission for Latin America and the Caribbean (ECLAC) and the Government of Panama, took place on October 27–29, 2015, in Panama City. Delegates from 20 signatory countries, representatives of international organisations, elected representatives of the public, as well as independent experts participated, along with members of 30 civil society organisations. During the meeting, progress was made on the Preamble, Article 1 (Objective) and Article 2 (Definitions). There was also a discussion of the proposed modalities for the participation of the public following the collection of comments and virtual exchanges. At the end of the meeting, delegates agreed that a second version of the text should be drafted by the committee’s presiding officers. They also agreed to continue negotiating Articles 2 through 10 of the document at a third meeting of the Negotiating Committee, to be held on April 5-8, 2016, in Uruguay.

Capacity-building workshop for interested members of the public and civil society organisations on participation in international negotiations on environmental matters

Prior to the second Negotiating Committee meeting on the LAC regional instrument on access to information, participation and justice in environmental matters, which took place on October 27–29, 2015, a one-day capacity-building workshop was held on October 26, 2015, for interested members of the public and civil society organisations at the Sheraton Panama Hotel & Convention Center in Panama City.
