The framework programme “Promoting the implementation of Principle 10 of Rio Declaration in the Latin American and Caribbean regions” is being implemented by the Regional Environmental Center for Central and Eastern Europe (REC) in order to provide a forum for the exchange of experience between stakeholders and parties to the UNECE Aarhus Convention and other regions, primarily Latin America and the Caribbean (LAC), on implementing Principle 10 of the 1992 Rio Declaration of the UN Conference on Environment and Development.
The programme contributes to regional efforts to implement the 2012 Declaration on the Application of Principle 10 of the Rio Declaration, put forward by LAC countries at the Rio+20 conference and supported by the United Nations Economic Commision for Latin America and the Caribbean (UN ECLAC) as technical secretariat and the Bali Guidelines.
The project “Building Bridges between Regions-Improving public access to environmental information, public participation and access to justice”, which was funded by the Abu Dhabi Environmental Agency (AED/AGEDI) within the Eye on Earth Special Initiative Eye on Access for All (A4A) for the period 2013 to 2014 (Building Bridges I), supported the regional initiative of LAC countries to implement Principle 10 of the Rio Declaration on access to information, public participation and access to justice. It facilitated the exchange of experiences on Aarhus-related developments and negotiations in the light of the ECLAC process.
The project “Building Bridges between Regions on implementation of Principle 10 of Rio Declaration” 2014–2015, funded by the Netherlands Ministry of Infrastructure and the Environment (Building Bridges II), supports regional efforts to implement Principle 10 of the Rio Declaration in the LAC region, in particular the 2012 Declaration on the Application of Principle 10 of the Rio Declaration for LAC countries at the Rio+20 conference, and the relevant regional instrument.
The project “Building bridges between regions — Interregional cooperation on the implementation of Principle 10 of the Rio Declaration and Article 6 of the United Nations Framework Convention on Climate Change in the Caribbean region, 2016–2018” (Building Bridges III), funded by the Italian Ministry for the Environment, Land and Sea (IMELS), facilitates inter-regional cooperation on Principle 10 between the UNECE and UN ECLAC regions, and the Caribbean sub-region in particular. The transfer of lessons learned and the sharing of practical approaches to ensuring access to information, public participation in decision making and access to justice in environmental matters are based on the experience of the UNECE region, in particular in relation to the negotiations for the Aarhus Convention and its implementation.
